The Governance of Science and Technology in the European Union and in Japan
Abstracts
Science and Technology will help societies to mitigate and cope with Climate Change; it is moreover expected to bring new energy solutions, secure food supply and medical solutions. But how to invest public funds? Will solutions be safe? What are the current trends in technology development and what social impacts will a new generation of technology have on society?With the rapid progress in Science and Technology there are also questions for the citizens. Lawmakers cannot be experts in all fields they need to make decisions on.
The European Parliament, like several national parliaments of European countries, has established STOA - the parliamentary office for Science and Technology Options Assessment - to give technical advice to the law-makers. The government of Japan is also considering the use of Technology Assessment in connection with the Science and Technology Basic Plan.
Members of the European Parliament, amongst them the Chairman of STOA, will come to Kyoto to exchange views with their Japanese counterparts and experts about their European experience and possible future collaboration.
