Kiichi Fujiwara

Kiichi Fujiwara is professor of International Politics and Director of the Policy Alternatives Research Institute at the University of Tokyo. A graduate of the University of Tokyo, Professor Fujiwara studied as a Fulbright student at Yale University. He first joined the faculty at Chiba University, moved to Institute of Social Science, and has taught at the Graduate Schools for Law and Politics since 1999. Prof. Fujiwara’s works include Remembering the War (2001); A Democratic Empire (2002); Is There a Just War? (2003); Peace for Realists (winner of the Ishibashi Tanzan award, 2005), International Politics (2007), and Conditions of War, (2013). Professor Fujiwara is a regular commentator on international affairs who writes a monthly column for the Asahi. He also writes a weekly film review for the Mainichi.

Hideaki Shiroyama

Hideaki SHIROYAMA is a Professor of Public Administration at the Policy Alternatives Research Institute (Ex-Director), the Graduate School of Public Policy (the former Dean), and the Graduate Schools for Law and Politics, The University of Tokyo. His research focuses on international administration, science, technology and public policy, and public policy process. Toshiya Watanabe

Toshiya Watanabe graduated from the Tokyo Institute of Technology with a Ph.D degree in 1994. He has worked in R&D and was Executive Manager for TOTO LTD from 1985 to 2001. He was appointed Professor at the University of Tokyo from 2001. He is currently a Professor at the Department of Technology Management for Innovation, the Graduate School of Engineering, and at the Policy Alternatives Research Institute, the University of Tokyo. He also serves as Managing Director, Executive Vice President, the University of Tokyo. He has served as a professional committee member for the Council for Science and Technology Policy, as a professional committee member at the Intellectual Property Strategy Headquarters and as a committee member on various other bodies in the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Economy, Trade and Industry and the Cabinet Office. He is a founder and current director of the Intellectual Property Association of Japan. The current research field of Toshiya Watanabe is intellectual property management. He has authored eight books and approximately 100 academic papers.

Taketoshi Taniguchi

• Professor

Dr. Taketoshi Taniguchi is a Professor at the Policy Alternatives Research Institute (PARI), the University of Tokyo. Prior to joining UOT in 2012, he was the Director of the Socio-Economic Research Center at the Central Research Institute of the Electric Power Industry from 2005-2010. He received his Ph.D. in nuclear engineering from the University of Tokyo in 1984. Since 2015, He also serves as a research advisor of the National Institute of Advanced Industrial Science and Technology (AIST) and a member of the board of directors of the Hitachi Global Foundation. Dr. Taniguchi’s area of expertise includes energy and nuclear policies, energy-related environmental risk and external cost analysis, organizational risk management and the societal decision-making process. His recent works and interest focus on technological risk governance in a complex society.

Hiroshi Naka

• Professor

Hiroshi Naka is a Professor at the Policy Alternatives Research Institute (PARI), the University of Tokyo. He joined the Ministry of Finance in 1983 and retired in 2018. He served abroad for fourteen years in various capacity including Vice President and Auditor General of the World Bank from 2014 to 2018. He conducted audits of operational strategies and key operations of the World Bank Group. His expertise covers financial systems, international finance, anti-money laundering and terrorist finance, economic sanctions, social and economic development policy of developing countries such as SDGs as well as risk management and compliance issues. Graduated from University of Kyoto in1983 (LL.B). Certified Internal Auditor (CIA).

Kazuhito Hashimoto

Kazuhito Hashimoto is currently a professor at the Policy Alternatives Research Institute (PARI), the University of Tokyo. He is also a president of National Institute for Materials Science in Tsukuba. He received his BS (1978) and MS degree (1980) in Chemistry, and his Doctor of Science degree (1985) from the University of Tokyo. Now he is an executive member of Council for Industrial Competitiveness (Cabinet Secretariat of Japan), and a member of Council for Science, Technology Innovation Policy (Cabinet Office of Japan). He is also a member of Science Council of Japan. He received many awards including the 2004 Japan Prime Minister Award, the 2006 Imperial Award/ Japan Invention Award and the 2012 Japan Chemical Society award.

Masahiro Sugiyama

• Associate Professor

Masahiro Sugiyama is an Associate Professor at the Policy Alternatives Research Institute (PARI), the University of Tokyo. He holds a Ph.D. in climate science and a master's degree in technology and policy, both from MIT. Prior to joining PARI, he was a researcher at the Socio-Economic Research Center, the Central Research Institute of the Electric Power Industry. He joined PARI in April, 2014. An expert on global warming, he has worked on various topics related with climate change, ranging from energy efficiency in global scenarios to citizens' views on climate geoengineering. His works have been published in various academic journals, including Nature,(http://doi.org/10.1038/531029a).

Kazuyo Hanai

Kazuyo Hanai is an Assistant Professor at the Policy Alternatives Research Institute (PARI) at the University of Tokyo. She graduated from the University of Tsukuba (B.A. in History), and the Graduate School of Education (M.A. in Education). After serving as a teacher at Seijo Gakuen high school, she graduated from the Graduate School of Public Policy (MPP in International Public Policy), and received her Ph.D from the Graduate School for Frontier Sciences of the University of Tokyo (Ph.D. in International Cooperation Studies). Prior to joining PARI, she was a Project Research Associate at the Graduate School of Public Policy (GraSPP) of the University of Tokyo. She joined PARI in April, 2018. Her research interest is in the relations between the conflict minerals issue in the DR Congo and responsibility of Japanese consumers. Also she works on peace education.

Kazunori Kataoka

Kazunori Kataoka, Ph.D. is a Project Professor at the Policy Alternatives Research Institute, the University of Tokyo. He received his Ph.D. degree in polymer chemistry from the University of Tokyo in 1979. He joined the faculty at Tokyo Women’s Medical College (1979-1989) and then at Tokyo University of Science (1989-1998). He moved to the University of Tokyo on 1998 as full Professor of Biomaterials at Graduate School of Engineering. He has been appointed joint position as Professor of Clinical Biotechnology at Center of Disease Biology and Integrative Medicine, the University of Tokyo Medical School (2004~2016). Since 2016, he has assumed Director General at Innovation Center of NanoMedicine (iCONM), Kawasaki Institute of Industry Promotion. Dr. Kataoka is currently the Member of the Science Council of Japan, the Foreign Member of the United States National Academy of Engineering (NAE), and the Fellow of the United States National Academy of Inventors (NAI). He has received several awards, including Clemson Award from the Society for Biomaterials USA (2005), Founder’s Award from the Controlled Release Society (2008), Humboldt Research Award (2012), Leo Esaki Prize (2012), Gutenberg Research Award (2015), and Princess Takamatsu Cancer Research Fund Prize (2017).

Hiromichi Kimura

Hiromichi Kimura, Ph.D. is a Project Professor at the Policy Alternatives Research Institute, the University of Tokyo. He received his Ph.D. degree in pharmaceutical sciences from the University of Tokyo in 1979. He was admitted to attend the Graduate School of Business at Stanford University, where he received an MBA in 1985. In 1986 he joined J.P. Morgan as Vice President of Mergers and Acquistions, and he joined Pharmacia K.K. in 1989 as Executive Vice President and he became President and CEO of Pharmacia Biotech K.K.in 1993, and President and CEO of Amersham Pharmacia Biotech K.K. in 1997. From 1998 to 2000, he was the President and CEO of Monsanto Japan Ltd. He founded his own consulting firm, Life Science Management Inc., in 2000 and a life science / healthcare venture capital firm, Fast Track Initiative Inc., in 2004. He serves as President and Chief Executive Officer of both firms today. In 2002, he was appointed as a Project Professor of the University of Tokyo, and became a Visiting Professor in 2016. He is a member of the Special Committee on Comprehensive STI policy, Council for Science and Technology, Ministry of Education, Culture, Sports, Science and Technology (MEXT). Since 2013, he is a Project Leader of Center of Open Innovation Network for Smart Health (COINS), the Center of Innovation (COI) Program. Yuji Furui

Graduated from Tokyo University Graduate School of Medicine in 2000 (Ph.D.). Specializing in preventive medicine and healthcare policy. Took up post as assistant professor at the University of Tokyo Hospital in 2004. Took up post as specially appointed professor at the Policy Alternatives Research Institute in January 2018. Has also served as an expert advisor to the Cabinet Office Council on Economic and Fiscal Policy and as a visiting professor at Jichi Medical School. Norio Matsuki

Norio Matsuki, Ph.D., professor emeritus, is a project professor at the Policy Alternatives Research Institute. He graduated from the Faculty of Pharmaceutical Sciences, University of Tokyo in 1974. He enrolled in graduate school at the University of Tokyo, and received his Ph.D. in 1979. He was a professor in the Graduate School of Pharmaceutical Sciences, University of Tokyo, between 1997 and 2014, after having served as assistant and associate professor at the university. He was the president of the Pharmaceutical Society of Japan between 2009 and 2011, and of the Japanese Pharmacological Society between 2010 and 2012. His areas of expertise are pharmacology and neuroscience, and his research interest has been in depression and fear memory, with a unique approach of “macroscopic analysis of brain function with microscopic resolution.”

Nazia Hussain

Nazia HUSSAIN is a Project Assistant Professor at the Policy Alternatives Research Institute (PARI) of the University of Tokyo. She earned her PhD in Public Policy from the Schar School of Policy and Government, George Mason University. She has been the recipient of Japan Society for the Promotion of Science postdoctoral fellowship at the Center for Policy Research, United Nations University and Fulbright scholarship for an MA in International Relations from Boston University. Her work focuses on intersections of political violence, informality, organized crime and terrorism within the context of cities in developing countries and how their dynamics are contributing to local and regional processes with relevance for global concerns. She has contributed book chapters and papers on organized crime and terrorism, violence and informality in cities as well as policy monographs for Oxfam America and World Bank.

Yuri Hirai

Kensuke Yamaguchi

Kensuke YAMAGUCHI is an Assistant Professor at the Policy Alternatives Research Institute (PARI) at the University of Tokyo. Before joining PARI, he was a visiting researcher at the Energy Research Institute (ERI) at Chulalongkorn University for three years, where he managed a joint-research project between ERI and PARI. He has also been involved at a practical level with energy policy training and advice for Myanmar government officials. His work primarily focuses on the political economy of energy resources in the Greater Mekong Subregion.

His previous academic positions include Associate Professor with the Institute of Industrial Science, The University of Tokyo and Associate Professor with the Research Institute for Humanity and Nature. He continues to serve concurrently as a Special Advisor to the President and a Professor (Integrated Research System for Sustainability Science; IR3S) of The University of Tokyo.

His areas of expertise are global hydrology and the sustainability of world water resources including the virtual water trade and water footprint. He was one of the coordinating lead authors for the chapter “Freshwater Resources” of the IPCC WGII AR5. He got many awards such as the Biwako Prize for Ecology in 2011, and the Japan Academy Medal in 2008. He is the first Japanese AGU Fellow in its Hydrology Section (2014).

Dr. Ichiro Sakata is a Professor at the Graduate School of Engineering and at the Policy Alternatives Research Institute, The University of Tokyo. He is the project leader of ERIA Energy Research in East Asia. He is also a Visiting Professor at Kyushu University and a Consulting Fellow at the Research Institute of Economy, Trade and Industry. He is a member of the OECD's Expert Advisory Group (EAG) on Innovation Strategy and of the Engineering Academy of Japan, and a head of Group 1, ESRI's Service Innovation International Research Program. His interests include technology management, technology roadmapping and innovation networks, with a focus on rapidly growing sectors, including healthcare, solar cells and batteries. Dr. Sakata was born in 1966. He received his master's degree from Brandeis University in 1997 and a Ph.D from The University of Tokyo in 2003. He has working experience as a senior policy analyst and a policy maker at the Japanese Ministry of Economy, Trade and Industry.

Hiroshi Shibutake

Hiroshi Shibutake is a Project Professor at the Center for Aviation Innovation Research, The University of Tokyo. Before taking up his post as Project Associate Professor at the University in August 2015, he worked in the Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), including as the Coordinator for the development of 4th R/W and international area of Tokyo Int’l Airport, in addition to enhancement of general aviation. Besides his work above, he also worked as the Director of Tourism Department in some regions in Japan, as well as the director for safety management, and crisis control on transportation in the MLIT. Hisashi Yoshikawa

Hisashi Yoshikawa is a Project Professor of the Graduate School of Public Policy, the University of Tokyo, and also belongs to the Policy Alternatives Research Institute. Before he started to work in the University in September 2011, he worked both in the International Energy Agency (IEA) as Senior Advisor for Long-Term Policy and in the Organisation for Economic Co-operation and Development (OECD) as Deputy Director of the Directorate of Science, Technology and Industry (STI). He also worked in the Ministry of Economy, Trade and Industry (METI) of the Japanese Government and held director positions including Director of the Service Affairs Policy Division and Director of the Petroleum Distribution Division. His interests include policy planning and implementation, particularly in the field of energy. He received his master’s degree from the John F. Kennedy School of Government, Harvard University, in 1987 and a BA in law from the University of Tokyo in 1981. He works as Advisor for the Sasakawa Peace Foundation (SPF) and Research Director of the Canon Institute for Global Strategy (CIGS).

Kenichi Ueda

Kenichi Ueda Short Bio:Kenichi Ueda is an associate professor at the Faculty of Economics, The University of Tokyo. He is affiliated with the Graduate School of Economics, Graduate School of Public Policy, and the Policy Alternatives Research Institute of the University of Tokyo. Currently, he is a member of Council on Customs, Tariff, Foreign Exchange, and other Transactions for the Ministry of Finance as well as a member of Financial System Council for the Financial Services Agency. He is also the Comptroller of the Tokyo Center of Economic Research. His research focuses on linkages between financial systems and macroeconomic activities. His research papers have been published in top academic journals including the Review of Economic Studies and the Journal of Economic Theory. Until 2014, he worked for the International Monetary Fund for fourteen years, mostly in the Research Department. He also held a visiting position at the Economics Department of MIT in 2011-2012. He obtained his Ph.D. in Economics from the University of Chicago in 2000. Prior to the Ph.D. study, he worked for the Ministry of Finance, Japan, after B.A. in economics from the University of Tokyo.

Alexandros Gasparatos is Associate Professor at the Integrated Research System for Sustainability Science (IR3S), University of Tokyo. Before joining IR3S he conducted research at the University of Oxford (2011-2013), the Institute of Advanced Studies of the United Nations University (UNU-IAS) (2008-2011) and the University of Dundee (2006-2008). Dr. Hiroko NAKAMURA is a Project Associate Professor at the University of Tokyo’s Centre for Aviation Innovation Research and is Deputy Director General at the Japan Unmanned System Traffic and Radio Management Consortium (JUTM). She previously worked for Nissan Motor Co. Ltd. as a global product specialist for the Infiniti line. She received her bachelor’s, master's, and Ph.D. from the University of Tokyo as well as earned a special master’s degree of Industrial System Management from the Ecole Centrale Paris. Her research interests include UTM, Unmanned Aerial System (UAS) regulatory development, and technology and innovation management.

Makiko Matsuo

• Project Assistant Professor, Graduate School of Public Policy

Makiko Matsuo is currently serving as Project Assistant Professor at the Graduate School of Public Policy, the University of Tokyo, where she engages in teaching and research on topics within Science, Technology, and Innovation Governance. At the Policy Alternative Research Institute, she belongs to both the Technology Governance Policy Research Unit and the Complex Risk Governance Policy Research Unit. She received her Master of International Studies from the Graduate School of Frontier Sciences, the University of Tokyo, in 2005, and her Doctor of Philosophy in March 2016. Her areas of concern are interdisciplinary in nature and covers such issues as Risk Governance, Risk Regulation, Global Health Issues, Food Safety, Interface Issues between Science and Politics, Technology Assessment (TA), International Standards Setting Process, International Harmonization, Codex Alimentarius Commission, and Sustainability.

Satoru Ohtake

Satoru OHTAKE joined science and technology administration in the Government of Japan in 1984, just after graduating the Graduate School of University of Tokyo where he was conferred Master Degree of Science in high energy physics. In his public service career in science administrations, he engaged in the policy planning and R&D management; establishment of Government’s Science and Technology Basic Plans (in 1996, 2001 and 2011), establishing and running research programs and projects in photonics, mathematical science and engaging International Human Frontier Science Program in Strasbourg in France between 1990 and 1992. He used to work in international collaborations, both bilateral and multilateral programs like OECD Global Science Forum, Group of Earth Observation (GEO) as the Japanese Executive and Belmont Forum as a co-chair. He worked as a Japanese negotiator for the International Thermonuclear Experimental Reactor Project (ITER) from 2001 to 2005. He experienced several senior posts like Deputy Director-General of R&D Bureau of Ministry of Education, Culture, Sports, Science and Technology Agency, Senior Executive Director of Japan Science and Technology Agency (JST) and Executive Research Fellow of Economic and Social Research Institute, Cabinet Office. Now he is serving as Adjunct Fellow (Policy Studies and SDGs) of Center for R&D Strategy, JST. His major interest is deepening the relation between science and society through economic and social aspect, scientific advice to policy making, science communication and public engagement. He occasionally gives lectures on science, technology and innovation policy in Nara Institute of Science and Technology, Shinshu University, etc.

Nobuko Kawashima

• Professor, Faculty of Economics, Doshisha University

Nobuko Kawashima is Professor at the Faculty of Economics, Doshisha University in Kyoto, Japan. As a graduate majoring in International Relations at the University of Tokyo (BA), she went on to study cultural economics and policy, then an emerging and interdisciplinary field of research, to obtain PhD in Cultural Policy (University of Warwick, UK) as well as MSc in Social Policy and LLM (with distinction), both from the London School of Economics. Her areas of research interest include cultural policy, cultural economics and the creative/cultural industries. Her recent publications in English include ‘Film Policy in Japan—An Isolated Species on the Verge of Extinction?’ International Journal of Cultural Policy, 2016 and ‘Cultural Policy Regimes in East Asia’ James Wright (ed), International Encyclopedia of Social and Behavioral Sciences, Elsevier, 2015. She has been directing the Center for the Study of the Creative Economy at Doshisha University, set up in 2013 with a major grant awarded by the Ministry of Education, Science and Technology. The Center is creating a book series entitled ‘Creative Economy’ with the international publisher Springer, under which a volume on the cultural flows within the Asian region she is editing will appear late 2017. She is a former President of the Japan Association for Cultural Economics and has served the Scientific Committee of the International Conference on Cultural Policy Research. She sits a number of policy committees and councils to advise the Agency for Cultural Affairs, the Ministry of Communications and Internal Affairs, the Ministry of Education, Science and Technology of the Japanese government as well as local authorities for cultural policy issues.

Naris Chaiyasoot

Dr. Naris Chaiyasoot is currently the chairman of Banpu Power Public Company Limited and chairman of the Executive Board of Directors. He holds a master's degree in Asia-Pacific studies from Thammasat University and heads the Thammasat Leadership Program. A graduate of Thammasat University (BA and MA in economics), Dr. Chaiyasoot did his PhD in economics as an East-West Center scholarship student at the University of Hawaii. He first joined the Faculty of Economics, Thammasat University in 1983, teaching courses on monetary economics, and money and banking. He was the rector of Thammasat University from 1998-2004. After finishing his term at Thammasat, he joined the Ministry of Finance, where he occupied various senior positions, including director-general of the Fiscal Policy Office and the Treasury Department. During his tenure at the Ministry of Finance, he served on the Bank of Thailand Board of Directors. He was the chairman of various government financial institutions including EXIM bank, SME Bank, and Government Housing Bank. He headed the Thai delegates for the financial services sector during the Thailand–USA trade negotiations. Given his long-term involvement in ASEAN financial cooperation from the time of his early career as a young economist at Thammasat, he has often been invited to give speeches at international academic conferences. Upon his retirement, Dr. Chaiyasoot was invited to be the chairman and audit chairman of companies such as AP Thailand Plc., GMM Grammy Plc. and FPI Plc. Dr. Chaiyasoot has also been the chairman of Thailand Special Olympics since 2001.
