ASEAN Connectivity: Power Integration between Thailand and Myanmar

1. Objective:

Through a consideration of electric power generation in Myanmar, and in the light of recent developments, the aims of the conference were:

• to understand the current situation and debate the barriers that face on-going Thai investment projects in Myanmar.
• to compare the barriers identified from a political/institutional, physical/technical, and environmental/social perspective.
• to explore policy implications and find ways to overcome barriers to a projected power integration between Thailand and Myanmar.

2. Outline:

Since the opening of the country, the economy of Myanmar has experienced remarkable progress. The generation and distribution of electricity, however, has failed to keep pace with the country’s nascent economic recovery. The potential for growth in energy development is nevertheless very promising. In order to address these issues, PARI has already held stakeholder's meetings in collaboration with ERIA.

It is clearly the case that Myanmar is in no position to develop its energy resources without sound global/regional linkages. The primary focus of the 2nd PARI-ERI Joint Workshop was on the energy relationship between Myanmar and Thailand, with discussion centering on Thai funded projects in Myanmar and the barriers that impede electricity connectivity.

What are barriers to Thai/Myanmar power integration? Can we envisage a win-win scenario where both countries benefit from power integration? What kind of energy policies and regulations are needed to craft such a win-win situation? By discussing those questions, participants were able to draw implications for further research.
