Summary

The Global Energy Policy and East Asia Research Unit of the Policy Alternatives Research Institute (PARI) facilitated an Energy Policy Workshop in Myanmar co-hosted with the Central Economic Committee of the National League for Democracy (NLD). The workshop was the first session of a capacity building program supported by the Association for Overseas Technical Cooperation and Sustainable Partnerships (AOTS) and the Economic Research Institute for ASEAN and East Asia (ERIA).
The workshop expanded over two days including the inauguration ceremony and three lectures with participants from different departments of the Ministry of Energy and Electricity (MOEE) and the Department of Rural Development (DRD), the two main institutions in charge of the electricity sector in Myanmar.
The session was inaugurated by the remarks from Prof. Hisashi Yoshikawa and welcoming speech by Daw Mi Mi Khin, Director General of Department of Electric Power Planning (DEPP) of the MOEE. Prof. David Dapice, Senior Economist from the Ash Center for Democratic Governance and Innovation of the Harvard Kennedy School, provided the keynote speech. In this, Prof. Dapice highlighted some important issues to foster universal modern energy services in Myanmar. Among others, the role of renewables, in combination with adequate hydropower, was emphasized in contrast to coal. Decentralized solutions were pointed out as a relevant option to electrify rural areas.
The lectures organized by the PARI Research Unit covered global trends in energy policy and opportunities for Myanmar. Based on that, participants brainstormed and discussed (i) the primary energy concerns in Myanmar, (ii) how those concerns should be tackled, and (iii) the distinctive responsibilities of the stakeholders involved. Participants from the MOEE and DRD brainstormed on these issues in the morning of the second day. Concluding with a wrap session in the afternoon in which policy ideas were shared. Common points, as well as different perspectives, were shared between the different participants, making it a very fruitful and insightful session.
This was the first of a series. The second workshop will be held in August 2018.
